Regarding the “Call for Demand Text” (2023/9) prepared for the September 2023 Gas Year (A9) capacity products to be subject to spot pipeline gas imports

Within the scope of the “Procedures and Principles Regarding the Determination of Spot Pipeline Gas Import Amount and Application Method” (Procedures and Principles), which entered into force after being published in the Official Gazette dated 19/09/2019 and numbered 30893, the “Demand Call Text” and “Procedures and Principles” containing the issues regarding the Demand Collection and/or Competition to be held on 24 August 2023 via the electronic platform in order to distribute the 2023 Gas Year September (A9) capacity products to be subject to spot pipeline gas imports are briefly summarized below.

– Pursuant to Article 6 of the Procedures and Principles, within the framework of the “Daily amount that can be subject to spot pipeline gas imports for the relevant import entry point (GÜSİM)” calculated within the scope of Article 4, it is announced for the demand collection and competition to be held in order to determine the license holders who will be entitled to reserve the capacity products for September 2023 Gas Year (A9).

– Those who are entitled to reserve capacity as a result of the demand collection or competition phase are obliged to reserve the capacity they are entitled to reserve in accordance with the provisions regarding capacity reservation in the BOTAŞ Network Operation Regulations (NOP) and to comply with the said provisions. Those who are entitled to reserve capacity are obliged to pay this capacity fee on a monthly basis within the scope of the NOP, depending on how much capacity they are entitled to reserve.

– The entry points announced for these demand aggregations and the amount of capacity that can be allocated to spot pipeline gas imports are as follows:

Import (Spot) license holders wishing to participate in the demand collection and competitions will submit the following documents to the Authority until the end of working hours on August 18, 2023:

1.The bank receipt certifying that the total amount of the participation fee for the demand collection, which was determined as 60.000-TL (Sixty Thousand Turkish Lira) on a monthly basis with the Decision of the Energy Market Regulatory Board dated 15/12/2022 and numbered 11449, was deposited in cash to the Authority account.

This fee, which is paid by the bidders separately for each RFQ they wish to participate in and for each entry point to be bid, will not be refunded under any circumstances. In the explanation section of the receipt, it will be indicated for which entry point(s) this fee has been paid.

2.The commitment letter in Annex-1 of the Procedures and Principles and the original or certified copy of the registration certificate and/or power of attorney showing the authority of the authorized person(s) signing this commitment letter.

3.Optionally, the declaration in Annex-2 of the Procedures and Principles and the original or certified copy of the registration certificate and/or power of attorney showing the authority of the authorized person(s) signing this declaration.

4.Information on the person(s) with electronic signature/mobile signature/e-Government password who will bid on behalf of the licensee in the request collection and competition (name, surname, Turkish ID number, e-mail address, mobile contact number).

5.Original or certified copies of the power of attorney to be obtained from a notary public for the person(s) with electronic signature/mobile signature/e-Government password who will bid on behalf of the licensee in the demand collection and competition.

6.A copy of the Market Participation Agreement signed with the Market Operator.

7.Confirmation letter received from the Market Operator that the bank letter of guarantee in accordance with the sample in the Annex,  the amount of which is specified in this Request Call, has been delivered to the Market Operator or a confirmation letter received from the relevant storage license holder showing the amount of inventory in the underground natural gas storage facility at least equal to the amount of the letter of guarantee.
